Elite bargaining may help bring about truce among conflicting forces, but it will never lead to a lasting political settlement unless it is subsequently validated (and vindicated) by the public the elite claims to represent.
To insist on elite bargaining alone (and trying to smother the genuine demands of the people) is to subvert the popular will. In deed, it’s suppressive, if not down right reactionary.
Yes, elites may negotiate truce towards setting the scene for a comprehensive political settlement that allows for expression of popular consent via plebiscite or referendum of a sort.
Anything less is playing power politics with in the confines of the interests of the elite! That has to be rejected unequivocally!
