ሲጠና በነበረው የግንባታ ዘረፍ የአማካሪዎች ክፍያ ተመን የአሰራር ሥርዓት ላይ ውይይት ተካሄደ

አዲስ አበባ ኢንስቲትዩቱ  የግንባታ ዘርፍ የአማካሪዎች የክፍያ ተመን  አሰራር ሥርዓትን ለመዘርጋት ከኢትዮጵያ አማካሪ ኢንጅነሮችና ከአርክተክቶች ማህበር ጋር በመተባበር ሲያስጠና በነበረው የጥናት ሰነድ ላይ አጥኝ አባላቱና የኢንስቲትዩቱ ሥራ ኃላፊዎች በተገኙበት ውይይት አድርጓል፡፡

የዚህ ውይይት ዓላማም  ሲጠና የነበረውን የአሰራር ሥርዓት በተቀመጠው ስታዳርድ፣ መዳሰስ የነበረባቸውን መረጃዎች  እና የኮንስትራክሽን ዘርፉ ነባራዊ ሁኔታዎችን መሠረት ባደረገ መልኩ መጠናቱን በመገምገም የማዳቢያ ሀሳብ ለመስጠት ያለመ መሆኑን ለመረዳት ተችሏል፡፡

የጥናት ሰነዱም በአጥኝ ቡድኑ በዝርዝር የቀረበ ሲሆን፣ ከቀረቡት ጉዳዮች ውስጥም አሁናዊ የአማካሪዎቹ ክፍያ ሁኔታ በተለይም ከዚህ ቀደም በኢትዮጵያ አርክተክቶች ማህበር የወጣውን የክፍያ ተመን አሰራር ጋር በማነጻጸር ሲታይ ከፕሮጀክት ፕሮጀክት የተለያዬና የሚዋዥቅ መሆኑ፣ ይህንኑ አሠራርም የተከተለ የአተማመን ሁኔታ አለመኖሩ ተመላክቷል፡፡  ለዚህም እንደምክንያት ከተጠቀሱት ውስጥ ወጥነት ያለው ስታንዳርድ አለመኖር፣ በዘርፉ ከፍተኛ የገበያ ውድድር መኖሩ፣  የገበያ መዛባት ዋነኞቹ እንደሆኑ  ተጠቅሰዋል፡፡

የአሁኑ ጥናት የዓለም አቀፉን እና ሀገር አቀፉን የኮንስትራክሽ ዘርፉን ነባራዊ ሁኔታ በመዳሰስ ወጥነት ያለው የክፍያ ተመን አሰራር ሥርዓት ለማዘጋጀት ጥረት እንደተደረገ  ተብራርቷል፡፡

ተሳታፊዎቹም በቀረበው የጥናት ሰነድ ላይ የተለያዩ አስተያዬቶችንና ጥያቄዎችን ያቀረቡ ሲሆን  እንደ ግብዓት የሚወሰዱትን በመውሰድ በቀሪዎቹ ላይ ማብራሪያና ምላሽ  ሰጥቷል፡፡

የዕለቱን መድረክ ሲመሩ የነበሩት የኢንስቲትዩቱ ዋና ዳይሬክተር ኢንጅነር ታምራት ሙሉ በማጠቃለያው ላይ ባስተላለፉት መልዕክትም ኢንስቲትዩቱ የዘርፉን ተዋናይ ችግሮችን በማቃለል የኢንዱስትሪውን ተወዳዳሪነት ለማጎልበት እየሰራ እንደሚገኝ ጠቅሰው ከዚህም ውስጥ አንዱ ይህንን አሰራር ሥርዓት መዘርጋት እንደሆነ ጠቁሟል፡፡ የጥናት ሰነዱም የዘርፉን ችግር በሚፈታ መልኩ ፣ ግልጽና መረጃን መሠረት አድርጎ በጥልቀት መዘጋጀት ይኖርበታልም ብለዋል፡፡ ይህም መድረክ ይህኑ በመገምገም ክፍተት ያለባቸው ላይ አቅጣጫ ለማስቀመጥ እንደሆነ አንስተዋል፡፡

ስለሆነም ከመድረኩ የቀረቡትን በግብዓትነት በመጠቀም እንድሁም አስፈላግ የሆኑ መረጃዎችን ከሚመለከታቸው አካላት በተጨማሪነት በማካተት የተሟላ የጥናት ሰነድ በቀጣይ እንዲቀርብ አቅጣጫ በማስቀመጥ የዕለቱ መርሐ ግብር ተጠናቋል።
