1. Assignment Title: Recruit of "Senior Project Engineer"

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank to the cost of the Horn Africa Initiative: Regional Economic Corridor Project and intends to apply part of the proceeds for consulting services.
The Consulting Service, the HOAIP Engineer/Infrastructure/ Specialist/ Consultant based at the Horn Africa Initiative Project Implementation unit under The Ministry of Transport and Logistics will plan, coordinate and facilitate all Construction and Supervision-related activities of HOAI: Regional Economic Corridor Project. He/she will be responsible for: establishing, monitoring and supervising system of HOAI project-financed infrastructure construction and Supervision activities under the Project.
The senior Project Engineer Specialist will have the following duties and responsibilities:
Monitoring and Supervising of Project Construction and Consultancy.
Review of study, design, supervision, and construction procedures, including the overall layout scheduling proposed by the consultant; and review of construction and O&M plans for construction activities regarding the different contracts for civil works and consultancy services;
Visit the Project sites as and when necessary undertake field inspections and critical evaluation of actions needed to assure the safety of the Program, and give feedback to the Project Implementation Unit and Contract Management Office;
Assist the development of systems and procedures for sustainable O&M of the Construction and modernization of OSBP and the Construction of cross-border Freight Transport Terminal in the Ethio-Djibouti corridors.
Review and comment on technical proposals, design documents, and reports prepared by consultants;
Providing practical and technical support to Contractors;
Managing and supervising implementation Projects, One-stop Border posts, and Freight Transport Terminal infrastructures;. Prepare necessary reports;
Assist the Project Coordinator and Senior Engineer in the preparation of discussion papers and any other related documents;
Visit Construction Sites and inspect the activities and give site-specific recommendations where necessary to the Contractors; big Perform other duties assigned by the Project Coordinator.
CONSULTANT QUALIFICATIONS REQUIRED
The Horn of Africa Initiative (HoAI): Regional Economic Corridor Project Engineer/ Consultant should have experience in Construction Management of Projects. He or she should have adequate knowledge and understanding of Project implementation and experience with Construction and Construction Management. The assignment also requires excellent report-writing skills in English.
The Project Engineering should possess the following qualifications/ competencies:
MSc/BSc or equivalent in Civil Engineering; a Master's Degree that includes Construction Management/Construction Contract Management is preferable.
A minimum of 6/8/ years' experience in implementation of projects and Construction Management for master's and bachelor respectively. preferably of infrastructure projects management including experience in similar projects and geographic areas, with 5 years of experience in aspects of project management involving monitoring and Supervision systems and capacity building for Construction in a Transport setting.
Excellent writing and communication skills in English, excellent report writing skills.
Excellent command of computer projects and applications with significant capabilities in computerized database, and spreadsheet constructions.
